WhatsApp API pricing in 2026: what changed on October 1 and what it costs

// In short
Since October 1, 2026, Meta charges for free-form WhatsApp API replies (service messages) from the 1,001st message each month per business number, and for utility templates sent inside the 24-hour window, which used to be free. Service is billed at the same per-market rate as utility, for example 0.0034 USD in North America.
If your business replies on WhatsApp through software (an AI assistant, a shared inbox, a CRM), October 2026 changed your bill. This guide covers what changed, the official rates, what a typical small business might pay and what to check this month. If you are not yet sure what the API is, start with what the WhatsApp Business API is.
The change in one sentence
Since October 1, 2026, Meta charges service messages again (the free-form replies you send within 24 hours of the customer's last message) from the 1,001st message each month per number, and charges utility templates sent inside that same window. Both were free: service since November 1, 2024, and in-window utility since July 1, 2025.
Background: how Meta has charged since July 2025
On July 1, 2025, Meta moved from per-conversation to per-delivered-message pricing. The core rules still apply:
- Every message the business delivers is charged. Messages your customers send you are free.
- The rate depends on the message category and the country of the recipient's number, not your company's country.
- There are four business categories: marketing, utility, authentication and service. Since July 2026 there is a fifth, Meta Business Agent, for Meta's own AI agent, billed by tokens.
- Utility and authentication get monthly volume discounts. Marketing and service do not.
- Meta can only change pricing on the first day of a quarter: January 1, April 1, July 1 or October 1.
What changed on October 1, 2026
| Message | Until September 30, 2026 | From October 1, 2026 |
|---|---|---|
| Service (free-form reply within 24 h) | Free | Free up to 1,000 per month per number; market rate from the 1,001st |
| Utility template inside the 24 h window | Free | Charged at the utility rate |
| Utility template outside the window | Charged | Charged (no change) |
| Marketing and authentication | Charged | Charged (same model) |
| Messages in the free entry point window from click-to-WhatsApp ads | Free | Free |
| Eligible governments and non-profits | Service free | Service free beyond the tier, through December 31, 2027 |
Three practical details from Meta's documentation:
- The free tier is per number, not per business. Each registered number gets 1,000 free service messages a month, with no rollover.
- No payment method, no delivery. Without a payment method, Meta delivers service messages within the free tier and stops after that.
- Rates also moved elsewhere: Meta updated 40 rates across 17 markets and regions, including Mexico, Peru, Saudi Arabia and South Africa.
Rates by market from October 1, 2026
List price per delivered message, in USD, from Meta's official rate card effective October 1, 2026 (checked on October 12, 2026):
| Market | Marketing | Utility | Authentication | Service |
|---|---|---|---|---|
| North America | 0.025 | 0.0034 | 0.0034 | 0.0034 |
| United Kingdom | 0.0635 | 0.022 | 0.022 | 0.022 |
| Brazil | 0.0625 | 0.0068 | 0.0068 | 0.0068 |
| Chile | 0.0889 | 0.02 | 0.02 | 0.02 |
| Rest of Latin America | 0.074 | 0.0113 | 0.0113 | 0.0113 |
Three takeaways:
- Service costs the same as utility in every market on the rate card.
- Marketing is the expensive category. In North America it costs more than seven times a utility message.
- Your customer's location sets the price. Messaging a Brazilian number costs the Brazil rate, wherever your company is based.
Meta also publishes rate cards in 15 other currencies, including EUR, GBP and BRL. Taxes and any provider fee come on top.
What a small business might pay: two examples
Assumptions (illustrative, not client data): a clinic with one WhatsApp number, all patients in the same market, no volume discounts, no ad-driven conversations and no provider fee. In one month it sends:
- 600 appointment reminders (utility template, outside the window).
- 300 booking confirmations while the patient is chatting (utility inside the window).
- 2,500 free-form replies from its assistant and staff (service).
- 1 marketing campaign to 1,000 patients who opted in.
In North America:
| Item | Until September 2026 | From October 2026 |
|---|---|---|
| 600 reminders × 0.0034 | 2.04 USD | 2.04 USD |
| 300 in-window utility × 0.0034 | 0 | 1.02 USD |
| 2,500 service (1,000 free + 1,500 × 0.0034) | 0 | 5.10 USD |
| 1,000 marketing × 0.025 | 25.00 USD | 25.00 USD |
| Monthly total | 27.04 USD | 33.16 USD |
The same operation in the United Kingdom goes from 76.70 USD to 116.30 USD a month, because service and utility cost 0.022 USD there. The change matters far more in markets with higher utility rates.
How to lower the cost without worse service
- Resolve in fewer messages. An assistant that answers in one clear message instead of three short ones spends less. Every delivered message counts.
- Track service volume per number. Near 1,000 a month, the cost is marginal; at 10,000, it is worth optimizing.
- Categorize templates correctly. A pure reminder is utility. Add a promotion and Meta treats it as marketing. Keep the notice and the offer apart.
- Use marketing with care. Segment, send only to people who opted in and measure replies. It is the priciest category and the one that most affects your number's quality.
- Use click-to-WhatsApp ads. Conversations that start there open a window with no Meta charges.
- Check volume tiers. If you send a lot of utility messages, monthly tiers lower the rate.

What to check in your account this month
- Payment method in Meta's Billing Hub, on every WhatsApp Business account.
- Who bills you. If you use a provider, confirm whether it passes Meta's charges through and how they are shown.
- October service volume per number: how many free-form replies you send a month.
- Utility templates you send inside open conversations: they now cost money.
- Each template's real category. Meta can move a utility template to marketing with one day's notice, or with no notice if you were already warned. You can request a review for up to 60 days.
- Number quality. Many blocks or reports lower your sending limit.
- Where your contacts are. If you serve customers in other countries, check their rates.
Mistakes that raise the bill
- Promotions inside a reminder. The whole message becomes marketing.
- Vague templates. Meta treats any template with mixed or unclear content as marketing, such as a text that only says "Congratulations!".
- Chatty assistants. Greetings, confirmations and sign-offs sent as separate messages multiply the count.
- Not reading the invoice. The change is recent; review October and November before drawing conclusions.

Frequently asked questions
What exactly changed on October 1, 2026?
Two things stopped being free: service messages (free-form replies within 24 hours), now charged from the 1,001st message per month per number, and utility templates sent inside that window. Meta also updated 40 rates across 17 markets and regions, such as Mexico, Peru and Saudi Arabia.
How much does a service message cost?
It depends on the recipient's country. According to Meta's USD rate card effective October 1, 2026, checked on October 12, 2026, it is 0.0034 USD in North America, 0.022 USD in the United Kingdom, 0.0068 USD in Brazil and 0.02 USD in Chile, after the first 1,000 free service messages each month.
Are the 1,000 free messages per business or per number?
Per business phone number. Each registered number gets its own free tier of 1,000 service messages a month, with no rollover: what you do not use in October does not carry into November. The count resets on the 1st at midnight in the account's time zone.
What happens if I have no payment method on Meta?
Meta keeps delivering your service messages while you are within the free tier, but stops delivering them once you go beyond it. To avoid disruptions, add a payment method in Billing Hub for each WhatsApp Business account. If you work with a provider, confirm who handles billing.
Are conversations from click-to-WhatsApp ads still free?
Yes. If someone messages you from a click-to-WhatsApp ad and you reply within 24 hours, a free entry point window opens in which Meta does not charge for marketing, utility, authentication or service messages. According to current documentation, that window can last up to 7 days.
Are there exceptions to the new charges?
Yes, for governments and non-profit organizations that meet Meta's eligibility criteria: their service messages stay free beyond the monthly tier under a policy in effect through December 31, 2027. For all other businesses, the charge applies from October 1, 2026.
